The reading may be 12V, but without a load the reading means nothing. And, the reading should be closer to 13V.
Charged to 12.59V last night. Disconnected the dash cams and read it again 12 hours later, 12.38V. Am I wrong to conclude there’s a ghost draw? I realize there’s always some drain but, that much in 12 hours?

If it tested 12.59V right after charging that is not much drop after 12 hours.

It's actually a normal event for a battery to drop 1/2 - 1 volt after a charge. Your drop is less than 1/4 volt.
