There's a discussion about this and I believe it comes from the quarter panel window down into the tire compartment. I've not had this but some others have.

It started at around 5 years old and would fill up with moisture in the fall and winter and in the summer the heat and sun would evaporate it all completely until the next cooler, wet day.
