I'm embarrassed to say! I'm such an idiot! Rims are fine. Test fit one on the vehicle and it was fine. I was using 10.5" to figure out the offset and using a ruler because I no longer have a metal straight edge. The rim isn't 10.5" wide, duh. It's actually 11.5" from outside to outside. While at the garage today installing the JBX bushing supports, we test fit the rim and used good, metal straight edges to measure the offset and we got +29 which is probably +30. So, the box labels are wrong, the stickers on the rims are wrong and the stamp on the back of the rims are wrong. The rims are truly +30mm and 70.5mm. I can comfortably move forward and buy some tires. I'm watching the thread on 20" Tires to see what you end up with.
