What is the flimsy panel covering the muffler area?

So I'm changing to Winter Tires on my ST, and behind the rear wheel going forward is panel that is not solidly mounted and moves easily. I really didn't inspect it closely (it's cold in WI on the ground in January) but I've never seen a car with something like this. But I was truly impressed with the suspension system components front and rear. Nice job Ford.

I think that some vehicles has that panel, mine didn't.

This panel is to cover really nothing. It might be to make it more aerodynamic, I suspect.

But there are some that didn't get that part (like me). The STs left the factory that way.
