Windshield Wipers

Has anyone else had their windshield wipers periodically stop and freeze up in the middle of them wiping off your windshield? This has happened to me 3 times now and it only lasts 5 to 20 minutes and then they start back up again. I took it to my mechanic and he said he never heard of this happening and then tried to recreate the issue and could not. He checked everything over and he said everything looked fine. Anyone have any ideas or solutions?

I have had too much ice/slush build up under where they rest on the cowel, on the downstroke they do not fully go all the way down and jam in place.

Never on the explorer but on another car. Now I make sure remove all that build up when cleaning windows.
