What do you mean by lowest number that will work? Yes, the hub bore is 70.5mm on these cars.

Rims need to be at least 70.5 bore size. Larger than that you can use hubcentric rings. You CANNOT use rims that have a smaller hub bore size, like the 5th gen explorer rims.
