From my understanding they (Ford) can't allow it to be turned off and stay off. Reason being if they do that then when they do the testing for MPG they have to do it with it turned off. If they have it so that it is always on then when they test MPG they can use that number and say that is the MPG rating. That is why you see most new cars won't let you turn it off and leave it off without some reprogramming or aftermarket mods like the autostart eliminator.
