No. It's a way to create a lower pressure zone which will allow higher pressure areas (in this case gasoline vapors and possibly crankcase vapors) to be reintroduced into the engine to be burnt rather than to vent them to the atmosphere. Forget about "boost leak". Instead, think of it as a device using no moving parts which harnesses an infinitesimal amount of the turbine's energy to perform a necessary emissions function. A well engineered elegant solution to a problem!
